Missing headers would be a problem in Bugzilla, but I think the latest 
versions have a Content-Disposition header; I just checked bugs.kde.org and 
bugs.gentoo.org and Gentoo's Bugzilla sends the right header. I couldn't find 
any .tar.gz attachments on bugs.kde.org with the right content type, so I 
don't know if it has the Content-Disposition or not.

However, I still have the problem when I shift-click on an attachment to save 
it, because Konqueror takes the end of the URL as the filename. I tried it in 
Mozilla with ethereal running, and it sends the request and gets the headers 
before showing the dialog box to save the file.
