As Nicolas said, it is 3.2 stuff. Why do you think it should build with 3.1.4?

Does this also happen because of the strange compilation environment you're 
using? If so, you may want to upgrade to kdelibs cvs HEAD, as many thing in 
HEAD won't build in a KDE 3.1 environment (what is quite obvious, btw).
