You can't rely on users editing a rc-file to disable or enable=20 something... Maybe the option could be added to the passwords-page in controlcenter. (Is= =20 kwallet only for passwords or for private notes/etc too? /me doesn't have a= =20 glue what kwallet can do or not...)
