KDE 3.2 will require Qt 3.2.

Applications developed against Qt 3.1 should work without a problem with Qt 
3.2. Likewise, applications developed against KDE 3.1 should work without a 
problem with KDE 3.2

The KDE project only distributes KDE, not Qt. KDE 3.1.x is generally build 
based on Qt 3.1.x but I expect that in the near future distributions will 
start to use Qt 3.2 for it. At the moment there are a few unresolved issues 
with KDE 3.1.x on top of Qt 3.2 We try to keep track of them at 
http://developer.kde.org/development-versions/kde-3.1.4-issues.html
