In general most things are somewhere hidden on developer.kde.org.
The most important links are
http://developer.kde.org/documentation/other/developer-faq.html

and http://doc.trolltech.com/

If you have any question, feel free to ask on the #kde-devel IRC channel on 
irc.kde.org (kdenetwork's ksirc is a client). This is often faster and less 
frustrating than using mailing lists.
