I am no expert on KIO stuff, so you better wait for a more educated answer 
:)

Perhaps KFilterDev or KFilterBase from kdelibs/kio are something to look 
at.
As I understand those are used to uncompress data in tar.gz archives when 
the archive is handled by the tar slave.
Decryption and uncompression are both some kind of restoring original 
encoding.
