Protocols are mapped using .protocol files. As far as I can see you cant embed 
a KPart for a protocol directly, but only call an external application (like 
vnc.protocol) or use it for KIO (like file.protocol). Someone may correct me 
if I am wrong.

So there are only two solutions: extend kdelibs to allow embedding of 
protocols, or write a KIO slave for irc that returns a file with a mime type 
which will be mapped on your irc kpart. The latter would be an ugly hack, but 
is the only way for an existing KDE installation.
