These files are in kdemm...
artsmoduleseffects.h gets created from artsmoduleseffects.idl in (guess what) 
$(builddir)/kdemm/arts/modules/effects which is already in the include-path.


klayoutbox.h is in kdemm/arts/gui/kde. But I now realise that there is a 
missing include-path in the Makefile.am. Fixed...
