Hi again once more,
  sorry for being noisy, it was ofcourse my problem. I updated arts and it had
common (symlinked) admin directory into kde-common/admin, which caused that
acinclude.m4.in from arts was used for the whole KDE.
  After reupdating admin for the correct branch it works again. Sorry for being
dummy.
