ok, i try to configure kdebase now, (using an unedited configure file) and 
i get new errors:

configure:23908: checking if UIC has KDE plugins available
configure:23935: /usr/lib/qt3/bin/uic -L 
/usr/local/kde/lib/kde3/plugins/designer -nounload -impl actest.h 
actest.ui > actest.cpp
Conflict in /usr/lib/kde3/plugins/designer/kdewidgets.so:
  Plugin uses incompatible Qt library!
  expected build key "i686 Linux g++-3.* full-config no-opengl no-stl", 
got "i686 Linux g++-3.* full-config".
Conflict in /usr/local/kde/lib/kde3/plugins/designer/kdewidgets.so:
  Plugin uses incompatible Qt library!
  expected build key "i686 Linux g++-3.* full-config no-opengl no-stl", 
got "i686 Linux g++-3.* full-config".
configure:23938: $? = 0
configure:23953: error: not found - you need to install kdelibs first.

i suppose this is a QT problem now... i have QT 3.1.1
