As long as you don't specifically require this particular non-GPL compatible KPart: yes. E.g. if you ask the trader for a part that implements the KTextEditor interface and then use the KTextEditor interface to access the part, the GPL does not restrict the allowed licensing of the KPart. The only license that matters in that case is the license of the KTextEditor interface.
