not really. the second means look in the current directory first, the other 
in the current directory *last*. 

So it can only break when you have a config.h somewhere in your system 
directories. Thats a bug in your installation. 

The KDE code is wrong nontheless, but it doesn't break compilation in 
99.99% of the cases..
