meinproc is installed from kdelibs/kdoctools - you need to investigate why
that isn't building.
It's likely disabled because it can't find an appropriate libxml2 (or the
headers - if you have a distribution that breaks things up into a
libxml2-devel package, you need to also install that, and libxslt-devel, and
reconfigure and rebuild in kdelibs)
First fix the reason kdelibs/kdoctools is not compiling. As soon as that is
fixed, the rest should work fine.
