i just checked my SuSE 8.1 box:

ps@aries:~> locate ndbm
/usr/include/ndbm.h
/usr/lib/libndbm.a
/usr/lib/libndbm.so

It's a standard installation, so you see - SuSE 8.1 DOES have it.
