I don't think such a feature has to be included.

I for myself go well with my laptop having two displays. If I need only one, 
but don't want to restart KDE I move the mouse to the 'right' screen and all 
the windows appear there. Only KHelpCenter takes always the other screen, but 
who needs this very often while switching from two to one screen?
