Go to http://bugs.kde.org, log in, go to "users", search for your email 
address and try to set the permission you need. If you have a CVS account it 
should work. 

Be careful to use for login your email address that was in the CVS account 
lists when KDE's bugzilla was created. An email change in the CVS account is 
not propagated to Bugzilla. However, you can set permissions for this new 
email address.

Ah, that is the reason why I have to re-log each time I wnat to use KDE 
Bugs...
