Try Mandrake. Every time I hear the complain KDE is slow, is from RedHat 
users. Mandrake gives out i586 binaries which are heaviy optimized.

Here is my setup : Laptop - 700MHz P-III, 256MB RAM, KDE 3.0.4, Mandrake 9.0 :
Konqueror startup  : just above 1 second
New Window in Konqueror (Ctrl-N) : instantaneous
All this is also true for konsole.. infact the statup time is less than a 
second.

But I still agree with you to a certain extent, Konqueror loading should be 
instantaneous. Atleast for frequently used apps like Konqueror, Konsole, 
there should be some trick to make it feel instantaneous.
