If you want to have more than one application on the screen at the same time, 
you always need some process to manage the windows. The application could 
draw its windows, but that's it. The application can not manage windows and 
tell other applications which parts are visible or possibly may need a 
repaint. You also need to coordinate resources (like keyboard, mouse, 
colormaps and video overlays), display the mouse pointer, take care of things 
like the clipboard...
