Yes, you need to install it in $KDEDIR/share/apps/<appname>/

Example Makefile.am entry from kmail:

rcdir =3D $(kde_datadir)/kmail
rc_DATA =3D kmcomposerui.rc kmmainwin.rc eventsrc
