I like kcontrol.
The best thing is that it is so big.
If you remove things, it will be more and more like windows, were you have 
many config options but you have to explore the complete OS to find them.
So I don't like removing the kicker options or Konqueror options.
I think a new user will have problems with a big kcontrol, or with a small 
one. It is a new user, it is not the size, it is the documetation and the 
tooltips that make the difference.

The System Center is a good idea.
