Yes, check out the following two files in cvs for how kate does it in the file 
list selector:

kdebase/kate/app/katefilelist.h
kdebase/kate/app/katefilelist.cpp

specifically look at how the KFLTooltip class is implemented and used in these 
files and you should be good.
