You can use autoconf v2.13 by starting kdevelop with

WANT_AUTOCONF_2_1=1 kdevelop

or once the project has been created (even thought kdevelop report an error 
the project is created I believe), replace the project's 'admin' folder with 
one from KDE CVS 'kde-common' project.  To get that you'll need to follow do 
a cvs login using the CVSROOT of KDE and type cvs get kde-common with that 
same CVSROOT.
