Which is non-free, in the speech, rather than beer, sense.  I.e., other
distros can't include it on their CD if it's not given away or for
download if there is a service / bandwidth fee for the download.

The per-seat thing, though, is incorrect under the YaST license.

All of this just means that it cannot form the basis of the proposal.
