libart is written by Gtk/Gnome guys, and they use a script called "autogen.sh" 
instead of Makefile.cvs. BTW it has a sh ending, but it often requires bash. 
So you need to start it using "bash autogen.sh", "sh autogen.sh" does not 
work in some distributions like Suse 8.

(Or maybe you got a packaged distribution of libart, and just have to run 
configure?)
