With your patch they would still get one when they choose "lock". (The blank
one)

In the current state it is not possible to say "I want to have this fancy
screensaver but I only want to use it when I explictly lock my desk, I don't
want to have the screensaver kicking in automatically". I think that's a
needless restriction.

Yes, this makes sense, regardless of whether we change the screensaver
config
dialog or not.
