In KDE 3.1 it will be relatively easy to configure that, yes. Just disable the 
"shell_access" and "run_command" actions via the kiosk framework. See 
kdelibs/kdecore/README.kiosk for details.

Let me know if you need anything in that regard that isn't available, I will 
probably be able to add it.
