Strangely enough, I had the _very_ same problem (with those exact version
numbers) the other day.
To try and debug it I patched kbuildsycoca to show the location of the ksycoca file
it's updating, and the version number it's using (see attachment).
However after reinstalling kdelibs and running kbuildsycoca, it did the right
thing and the problem went away. Would be a good debug output improvement
to commit though, maybe?
