libptal is needed by sane (in your case), e.g. take a look at libsane.la 
(normally under /usr/local/lib), and you will see a line like:

dependency_libs='-lptal -lnsl -lm -ljpeg -ldl'

When you configure sane, it will test, whether libptal is installed on your 
system. If it isn't installed, the backends that rely on libptal are disabled 
(afaik). In your case, do a make clean, rm config.cache, configure, make 
install in sane-backends. This way, you should get sane libs that don't rely 
on libptal.
If your are using a sane RPM package, install libptal.
