export KDE_UTF8_FILENAMES="1" into your KDE environment on startup, and KDE 
will use UTF8 unicode instead of the local encoding for filenames.

Yes, it's all or nothing.  To have kio try to guess when to use local8Bit 
and when to use utf8 would be a disaster waiting to happen.
