This is caused by bad html. Maybe the creator of this page didn't know what's 
wrong with this page because "IE displays it just fine".

As everyone can see: the 'href="#1>' isn't closed properly. khtml thinks that 
the part after '="#1' is still part of the actual link because the quote is 
still open.

Solution to the khtml developers: I don't think the > character is legal in 
an URL. Don't know the rfc, can someone check/confirm that? So... > should 
close the quotes anyway and preventing that such a link is being made.
