No, just checked out todays version from anoncvs.kde.org, it's not working. 
The development snapshot on the webpage does not work, either.

$ kdoc -v
kdoc: 2.0a53 (c) Sirtaj S. Kang <taj@kde.org>

Is the mirror working properly?
