same here - arts is obviously not in cvsup,
I ended up cecking it out via anonymous cvs:

cvs -d:pserver:anonymous@anoncvs.kde.org:/home/kde login
cvs -d:pserver:anonymous@anoncvs.kde.org:/home/kde co arts
