You can use KDevelop 2.1beta2 to develop for QT 3.
Simply create a QT project, open configure.in search the line
KDE_USE_QT(2)
change it to
KDE_USE_QT(3)
save it.

Do "Project->Automake/Autoconf"

After that, change "Project->Options->Compiler Options". Select the 
"Configure"-Tab and specify your qt3-path in the edit line named 
"--with-qt-dir="

So your project should be ready for QT 3.
