*FOR KDE* XML has replaced SGML.  Are you writing KDE based 
documentation?  If so, you have all the tools you need in kdelibs 2.2.1 
or better.

Use the template in kdelibs/kdoctools/template.docbook to start your 
document.

Use checkXML (installed from kdelibs) to check your document is valid.

Use meinproc (also from kdelibs) to generate html files for use in 
khelpcenter.

These tools depend on libxml2, and libxslt, and nothing else.  If you 
have working help in KHelpCenter, then you must have these already.
