I don't think that ISO-10646-UCS-2 and utf16 are the same thing.

ISO-10646-UCS-2 is fixed width 16 bits, while utf16 was invented (mostly by
M$ I believe) to code the whole 32bit Unicode address space in 16 bits
(because M$ doesn't want to switch to 32 bit wchar_t).

AFAIK they are still identical in most cases.
