  This _really_ needs to get fixed.  KWinTV, for instance, segfaults inside 
kdelibs when it can't find the .rc file.  Since many people like to install 
in /usr/local/, I get lots of reports of kwintv crashing.   At least if it 
could warn with a dialog if it can't find the rc file......
