I don't think that would work with "Execute Command", and it would for example 
then require manually switching to konqueror after clicking a link in kmail.  
The issue is loosing focus when the user is actively using an application -- 
the most serious of these is when the user is typing.  The "another 
application never pops up on top" would be over done, IMHO.
