I'm not aware of this feature being removed from 2.1.1 (as much as I
know from the time I ran 2.1.1 on my Debian, it was there).

If the combo box is there but contains no charsets, make sure you have
/etc/kde2/charsets (or wherever KDE's sysconfdir is on SuSE).
