Pasting URL can work together with scroll : 
"Middle Button Down/Up" means paste,
"Middle Button Down/Move mouse/Middle Button Up" means scroll.

(There is a bug in my patch, if the scroll starts on a link, there is
probably a mix with Drag & Drop, and the scroll mode still runs after
you release the middle button).

Yes, course, but some users (like me) are working with 3 buttons
mouse. Of course with a scroll wheel my patch is useless (except for
horizontal scrolling).

Perhaps KDE is missing a global mouse management, which allows users
to customize each button and each move independently. Sorry, I don't
have knowledges to implement a such module.
