I disagree, the policy is only about having a staging archive... so packages
will more or less go "as is" into sid. It's even more true if the Kalyxo
packager is responsible ot the ITP for Debian...

It's exactly the goal of the current state of the project. Kalyxo becoming
"the central KDE deb repository outside of debian" is only a side effect in
my opinion... a really cool side effect I must admit! :-)
But it's far better to have packages entering sid...
