I have installed Cygwin and KDE 3.1.4 packages o= n Windows XP system. I followed the setup process explained
with t= he KDE 3.1.4 release. The steps are given here:

1. install re=
quired cygwin packages.
2. download the packages and unpack them into th=
e cygwin root

3. rebase all dll's to avoid cygwin remap problem
