It is the libprce package. See
http://www.cygwin.com/packages/libpcre/libpcre-4.1-1

  Subject: cygpcreposix.dll

  I've been trying hard to find cygpcreposix.dll in my cygwin package (see
http://lists.kde.org/?l=kde-cygwin&m=101423969806521&w=2) and some ftp
sites.
  Things that I found in my pcre package were:
  $ tar -xvf pcre-3.4-2.tar
  usr/bin/pcre-config
  usr/bin/pcregrep.exe
  usr/include/pcre.h
  usr/include/pcreposix.h
  usr/lib/libpcre.a
  usr/lib/libpcreposix.a
  usr/man/man1/pcregrep.1
  usr/man/man3/pcre.3
  usr/man/man3/pcreposix.3

  Is it any way to build the dll from those files or what?

  TIA,
  Dafis Andria
