No. HTML (all versions) is SGML. XHTML is XML. The DTD describes the
structure allowed for a given HTML version. Docbook files are also SGML
(and recently XML). Docbook itself is just a DTD - not a converter.
Docbook stylesheets, written in DSSSL or XSLT are used to process
docbook files - so things like jade are the converters.

I meant to validate the html against the DTD, which as has been
mentioned html tidy can do.

There are many. [O]NSGMLS, html tidy, xsltproc (for xhtml files)....
