No, the problem appears more this:
libname=libkateprojectmanagerplugin
name=Kate Projectmanager
description=Kate Projectmanager - Manages projects
author=Micheal Bartl

It uses "name" and "description", while only "Name", "Comment" and 
"Description" are translated. I think kate should be fixed to use the 
standard tags.
