Why an #ifdef' for dynamic_cast?

kdeui isn't going to work without dynamic_cast anyway (see ktoolbar) ,
unless we change every ocurence to inherits(), and it sounds easier
to me to compile qt/e with -frtti instead of adding #ifdef's for
dynamic_cast...
