Hello - I was just wondering if there was a way for end-users to make 
an enhancement suggestion for KDE ?

I thought out a suggestion for kpanel, and did a small JPEG mockup of my
concept. I want to submit somewhere where the kpanel designers and
developers 
can consider it. 

The only pointers I've found so far for doing this, are bug reports.
This 
is not a bug, but a suggestion. As far as I could see on kde.org, there 
seems to be no way for end-users to make one-off suggestions for KDE

Is this true? Can you guide me here?
