That couldn't be done earlier, since the author didn't like that. He wanted 
to have to features kcmemail doesn't support removed from KMail. For the 
details read a very heated discussion the the archive of this mailing list.
However since he left KDE development a few weeks ago, this can be done now 
(but probably after KDE 2.2).
