Maybe it's a combination of both techniques, lazy loading and preloading.
Between a dialog showing up and the user clicking on another tab, 
there usually is a second or maybe two. So the "fastest" way could be
to load only the first tab then show the dialog. Directly after
displaying the dialog load the other tabs.
