This is a possibility, but I see some drawbacks to that solution. First 
I don't know if you can get infos on completed jobs in LPR-like systems
(possible in CUPS), kdeprint doesn't manage normal print jobs itself. 
Second if you have a CUPS server running for months,
you can get zillions of completed print jobs for a single running one,
or you may configure the CUPS server so that it doesn't keep completed
jobs infos.

OTOH, I may still show an empty kjobviewer window (empty == job done)
which will disappear on the first timeout. I think it's the best
solution. But the question is: will the current startup notification
system stay like that? I heard some people (including me) complaining
about this new system, and asking to go back to the previous one,
in which no change is needed.
