I am running Mandrake 7.2 on one computer and tracked the problem
down; it was a broken libmysql installation. The package
"MySQL-devel-3.23.23-1mdk" installs libmysqlclient[_r].la files in
/usr/lib/mysql but the corresponding .so files to /usr/lib. The
configure.in.in contents would find them in both locations, but
compilation obviously fails on this setup. :-(

A working solution is

  mv /usr/lib/libmysqlclient* /usr/lib/mysql/
